why is Focus step size counting half steps

I have the UPBv2 stepper motor controller connected to a Moonlite focuser which has a step range of 0 - 28125 for a 4.5" drawtube. The UPBv2 seems to be counting half steps in both Unity and NINA software, with a range of 0 - 56250. Is there a way to have it report full steps? I want consistency in my FITS header data by reporting full steps. Thanks.
