PPBA v1 - does it support USB PD 3.0?

Have a 1st generation PPB Advance and I’m hoping to use it to power a Mele Quieter 3C mini-pc. The 3C has a USB-C connector for 12VDC power … it is not a full USB port but it does support USB Power Delivery 3.0.
Will a 1st generation PPBA USB 3 port be able to negotiate power with the 3C and power it up?
Failing that, is there any cabling scheme that should allow me to use the 2.1mm barrel connectors to power the 3C?
