Should Windows see the UPB if no power to the device

I guess I could test this myself, but I want to know from others the proper or expected behavior. If UPBv2 USB is plugged into a Window system but the power input is disconnected is it still visible as a device. And....if there are USB devices connected to the USB outputs of that unpowered UPB will Windows possibly still see the devices. These are similar yet different questions.
Why do I ask?
I want to hook up 2 UPBs on the same observatory computer. But I will require only one UPB at any one time of operation. To avoid any Windows or, even more, ASCOM conflicts, I want to know that when powered down they are invisible.

No, it is not visible. The UPBv2 requires power for its USB hub.
