USB Hub window USB port surge error

Getting really frustrated with this thing. First I had to go buy a overpriced power supply because it didn’t come with one now that I have that it is saying that Windows doesn’t have enough power for hub on the USB port. Makes no sense. The device is still listed on the device manager but has no driver. I installed the win 10 driver and still no joy.
