UPBv3 not good with any other software

Hi. New here.
I purchased a UPBv3 and after waiting almost a year (!) it arrived. I placed my faith in this unit and lost a year waiting for it, because it was always coming out "next month", or Sep, or Nov.
It is advertised to work with ASCOM, Maxim DL, etc.
This is attached to an industrial PC via USB in a remote observatory. It was purchased to manage power and USB to my devices based on it's advertisement.
Please explain what I am doing wrong. How do I set this up so that it will auto start and auto stop power and USB to my devices when starting Voyager or Maxim DL observing sessions but ALWAYS monitor humidity and temp to keep the observatory dry (er).
