Hi

When I connect the power to the PPB the mount activates (if I didn't use the mount off button). This is without connecting to the laptop.

Is any power regulating going on; power is 12v dc from a Celestron Powertank Pro (LiFePo4).

I do not understand the question. The mount receives power when you plug it into the 12V outputs.
Laptop is required only to control the mount. If you provide power to the mount it will power on, as usual
